I finally found the information about the BikeWay Planner: his name is Michael Dour and he's with the City of Roseville.

The following is an excerpt from an email I traded with him:

And it was cool to talk a little cycling with you. I'll keep you guys posted on any cycling news I hear of, and of course you can also call Jim Konopka at City of Folsom who's a great resource for that area. There is a link on our website will send email notices of upcoming road closures to subscribers, but its only for roads in the city limits, so I don't know if that would be helpful since I suspect most of your cycling is in the unincorporated Placer areas like Barton/Auburn-Folsom, etc.
