Road work @ White Rock/Silva Valley underpass

Does anyone know why they still have the construction barriers up in the bike lanes at the White Rock/Silva Valley (not sure what the road name is here) underpass under Hwy 50? It appears that the work on the underpass is finished... they've took down all the supports, etc, weeks ago.
